This is about the thing how you make a choice of what timezone you are in. I live in New Zealand so I selected the very bottom one which is +12 hours but we are in Daylight Savings time here and the times on the forums are one hour slow. Can you please somehow add a +13 because it's kind of annoying.

I've manually gone into the database and updated your timezone to +13. When daylight saving finishes simply go into your User Cp and update it to +12.
You'll also notice that currently your timezone in the User Cp will display -12. This is because +13 isn't an option. However, if you go and change your options in the User Cp, it will revert to -12 as that is selected.
So, that means you cannot change your options unless you want to have it changed back. I don't want to have to change it back every time :P
