Tanktics

Ages ago, (2 year) I have read something in a computermagazine about a strategy game called Tanktics. In this game, you should be able to control a flying unit with a large magnet. You could with that unit pick up tank-parts, and design your own tanks with them, and destroy the enemy with your tanks. It should come out february 1999, but it never came out. Does anyone know what happened with this game? It sounded fun to me.
