Do you have Gif Animator? You need that and Paint. If you want to make their lips move or the scenery and everything else move, use paint to edit the pic. I just made a "stop spamming" banner using those two programs. It's pretty cool.

EdIt: By the way, my dude isn't getting shot, his boil is getting red because it is too hot!
