There's a lot of instances in certain strategy guides where I think the writer did not actually play the game, or at least didn't remember what he did. There will be parts where the strategy guide mentions something completely different from what actually happens in the game.

The SW Strategy Guide did this a few times.

Couldn't that be because the strategy game was based on an earlier build of the game because the guide has to be released on the same day as the game?

I would say yes, but this happens in unofficial guides as well where the author could have only composed it after the game was released mainstream.
