If you need to use a website editor, then no, you don't know what you're doing.
I suggest you visit w3schools (use google to find the address, I can't be bothered) and learn how to write HTML. Use notepad, and rename the file extentions from .txt to .htm to convert them once you've finished writing the code.
Also you might want to find yourself a free website host with FTP capability, and learn how to use an FTP client so that you can upload your completed website onto the server space and consequently make it available to the rest of the internet.
Then, you might want to find yourself some Oddworld fonts. Download the Oddworld Fankit from the Oddworld Inhabitants website (if it's still there), and that'll give you most of what you need.
However, you'll probably find that your site gets little to no traffic, due to the fact that oddworld is ancient history in most people's minds, and will be until the movie comes out. Even then your site will still get very little traffic unless you're prepared to dig deep and buy yourself a top-spot on Google's search engine, but I get the sense that you don't want to spend any money, so I guess that's out of the question.
Now, if you still want to try making a website, be my guest, go ahead, don't let me discourage you at all. But my advice to you is that since you've got the level of website building knowledge that you do (E.G. none), you should educate yourself on website building before you go crashing right into it and lose enthusiasm in a sea of complicated stuff that you don't understand and can't use as a result.
