I think people are being more edgy about this than they ought to be.
Yeah, it should be obvious that a project is dead when it hasn't been officially cancelled but not received updates in over a year, let alone 2 years, but so long as someone doesn't constantly resurrect every dead thread topic then it shouldn't be much of a problem.
If it happens occasionally, sometimes it's nice to have a reason to review what could have been and generate conversation about it. It may even prompt the authors to resurrect a project. Who knows?

We care because by bumping up old, dead threads, you are possibly bumping off a current project which would get forgotten and become vapourware.

That's a silly concern. If it's "current", then it'd get updated by the author. If it's finished, people would still post in the topic to talk about it. Therefore it wouldn't drop off the bottom (you should have the forum set up to display old topics anyway, like I do, if you care about that).
Say, that's an idea for a new sub-forum that only mods can post in, listing finished projects or fangames and linking to their topics (the author would have to both state completion and prove it). That way, complete stuff wouldn't be forgotten.
