In all probability, they don't. But with the technology hypothesised above, they could. Technology should be accessible. Can you say that a blind person would need a tablet PC/smartphone/etc. any less than a sighted person?
I'll ignore the first half of your post. There are plenty of reasons why you don't use voice-reg on your chosen devices, especially when you use them in public. These reservations are held just as strongly, if not more, by people who have no alternative.
