But I fail to see the connection between going up in a plane and dropping silver iodide powder into a cloud on the one hand to standing on the ground near a contraption, chanting and producing clouds and rain out of a clear sky.[/blatant cynicism]

This connection, my good fellow, is that both produce rain. Now, I'm just spitballing here, but if Oddworld's upper atmosphere contains trace amounts of silver and iodine vapour, then the lighning bolts from storm circles could ionise these molecules so they combine, forming the fine scattering of particles on which water can condense and collect on, untill rain drops have formed.
Of course, any particles could create the same effect, but silver iodide is used on earth. Pollution released during the work week gathers in the atmosphere, then after five days rains down again for the next two. Our own seven day week may actually cause it to rain on the weekends after five beautiful work days. Irony Gods be thy master!
