It means you use the study of grammar as a weapon to say 'Mine is better than your's'.

"I'm staunchly atheist, I simply don’t believe in God. But I'm still Catholic, of course. Catholicism has a much broader reach than just the religion. I'm technically Catholic, it's the box you have to tick on the census form: 'Don't believe in God, but I do still hate Rangers..'"
In my world, you will be punished with a lot of frowns if a noise escapes your lips without permission, unless it's laughter, coughs, sneezes, or a scream.
And you will be punished with a beating if your smile is annoying.
You will be punished with death if you ever turn a speaker past the half mark.
You will be punished with several beatings if you use gay as an insult.
You will be punished with imprisonment in a windowless palace if you attempt to overthrow me as high ruler.
You will be punished with a trip to an insane asylum if you claim to be normal.
You will be punished with a stay in a real prison, where you will be forced to work, paint, compose, write and sculpt, if you keep up with fashions instead of actual work and creativity.
You will be punished with a stay in the same palace as those who try to overthrow me if you do not write at least one book.
i see i saw, a big, big paw
sitting on top of the little plum tree
i saw i see, a big, big tree
standing on the Earth so free.

... you respond to someone saying that they don't understand your language by speaking slower and louder. You will be immediately deported back to your own country.
I would punish those who haven't commited murders.

Um that doesn't make sense though. Why would someone who's not punished be sane?
They make the sane decision not to end another's life.

He's got it wrong; it's not about punishment, it's about participation in war.
:
There was only one catch and that was Catch-22, which specified that a concern for one's safety in the face of dangers that were real and immediate was the process of a rational mind. Orr was crazy and could be grounded. All he had to do was ask; and as soon as he did, he would no longer be crazy and would have to fly more missions. Orr would be crazy to fly more missions and sane if he didn't, but if he was sane he had to fly them. If he flew them he was crazy and didn't have to; but if he didn't want to he was sane and had to. Yossarian was moved very deeply by the absolute simplicity of this clause of Catch-22 and let out a respectful whistle.
