That is a chimaera. Chimaeras, also known as ghost sharks, ratfish and rabbitfish, are cartilaginous fish of the Class Chimaeriformes, and are closely related to sharks and rays, all belonging to the Class Chondrichthyes. That dorsal spine is venomous.
Annoyingly, all the sources I can currently consult name it a long-nosed chimera,
Harriotta raleighana, which, given the poorly understood nature of the species seems to have become a general wastebasket for chimaera that non-specialists don't recognise. Particularly any long-nosed species (ie, most of them).
