How many on screen murders did you see? I can think of only a few, and none of them were particularly grisly. I think for the Riddler to work as a follow up to the joker he would have to be extremely depraved in the way that he treats his victims.

I see what you're getting at, but The Dark Knight was all about implied depravity - we never really saw murders as they happened, but the guy pretending to be Batman, the news reporter, the dead bodies in the apartment were all implied to be quite horrific.
I think in theory, they could pull off something similar to make the Riddler work.
But now that I think about it, a lot of what the Joker did in TDK was quite similar to Riddler's whole shtick, so it's probably for the best they went with a different style of villain.
