You must have installed the file associations to point to PhotoShop when you installed the program. I usually leave them as they are... as yes, PhotoShop is a great program, but it does take ages to load, so it's not good for just viewing an image.
You could try this in Windows Explorer or My Computer:
- Click Tools -> Folder Options
- Click the File Types Tab
- Scroll down the list until you see the file type you want (i.e. Jpeg file, Gif Image, etc)
- Highlight this and click the Edit button
- In the bottom half of this screen there should be different commands (i.e. Open, Print). Highlight Open
- Click the Edit button
- Click the Browse button to locate the program you want to open these files with (i.e. Internet Explorer). You need to find where the program runs from though.
- Click OK and then Close
This should work providing I got it right. I'm on a Windows 2000 system currently, and it's done a little bit different than 98. So hopefully my memory serves me correctly, otherwise you at least get the general idea.
