From what I've read, this person is selectively quoting and implying things about the bill to create fear. He makes it sound like the government will be able to access and steal private information from any network it likes. Rather, the government will define which networks are vital to national security and can force them to maintain strict security standards. As for shutting down networks in emergencies; this would be the same as shutting down the airlines on September 11th 2001. Seems logical to me.

Strike Witch: not at all. They want to block illegal activity on the net, such as child porn and gambling and shit. But it's going to be completely ineffective, will slow down internet speeds and anyone who knows what they're doing will be able to get around it by using proxies. So I'm sure it will not going to get past the planning stage.
