Sorry, no idea to your question, *hangs head in shame* but
I DO have a 'intresting' fact. Nearly all NTSC games run at 60Hz and PAL games at 50Hz. This is because USA TVs have more lines of colour on them and so can fit more on the screen then the PAL TVs and still run at the same speed. To balance this out, SONY (I don't know about any others) have made NTSC games run at 60Hz and PAl games run at a lower speed of 50Hz. Basicly, although both games have the same amount of stuff going on screen, NTSC games run at a (slightly) faster frame rate then the PAl version. So either PAL games run at a slower framrate then the Us of A version (this means that they have to re-code the game, which can take months) or the PAL games have black borders around the edges which give a 'letterbox' feel. (This is the easy way out for the game coders. So its often a fact that 'rushed' games have black borders) Indirectly I suppose this answers your first question.

EDIT: Some UK games give you the option of both settings. So if you have a American TV there's nothing stopping you getting the higher setting.
