I say bandwidth is the amount of time a webpage can be viewed before its owners have to pay the hosters the little monthly fee thingy.
Mom says its the amount of data stuff a certain connection is viewing, IE its what makes dsl slow when someone else is downloading a movie on the same connection.

Your mom is right. Bandwidth is calculated by what you download/upload, not by how much time you spend downloading that amount of information. Time factors into it, but it's not the most important aspect. It's literally a measure of how much you can download within a certain time frame, whatever that time frame may be.
That's why Limewire slows your connection - it uses up the download bandwidth, so that everything else that's being dowloaded has a smaller connection bandwidth (data per second) to work with. It effectively creates two seperate connections, one slower than the other, because one has less bandwidth than the other - prioritising which download gets the majority of the bandwidth is usually detirmined by when the download was initiated.
Bandwidth is, essentially, a limitation. Like a road width - a 4 lane road can allow more cars per second than a 2 lane road.
