To be pedantic, Al is correct. A cyborg is any cybernetic being. Cybernetics is simply the study and implementation of man and machine, or more generally, biological and mechanical constituents. Because Elboze Freely is a real, organic brain housed in a robotic body, he is a cyborg.
A robot is any machine that can independently or by remote control perform the functions of a human. As such, the mechanical part of Elboze Freely is a robot, but as a whole this would not be entirely accurate.
There is a Wanted Poster floating about the net for Elboze Freely which shows the cybernetic Outlaw. This is how I knew Elboze was the 'bot before playing the game.
