Fear is often the
reason for wanting to kill someone.
Here's what I think the current situation is like:
Mullock's Superiors are furious with him because they had invested a lot of money in Rupture Farms, and by 'allowing' it to be shut down, he has caused them to lose all of their money. That is why they want to have him shot.
Mullock's Subordinates [such as those in AE] are fairly pleased that he has gone, as it has led to promotions all round, and greater freedom to Siphon off the profits of their various organisations for themselves. Since Mullock is believed to be dead, they feel more or less safe, but there will always be the fear in the back of their heads that Mullock will return, be reinstated as their superior, and be pissed off with them...
