I personally would skip a flash movie about rules, man I didn't even watch the one linked to in this post. Most new users will most likely know the drill with forums, and will know how to act appropriately on forums & to other users.
Sorry, flash movies do not appeal to everyone. And I think a flash movie about rules is a silly idea  I prefer the written rules, easy & simple to follow. They've always worked..

I've run a forum, and moderated one. Believe me when I say "text rules do not work". Nobody reads them, they just skip them and carry on.
Not every forum is the same either. Some of them have really very different rules. So often users will come to a forum thinking that what they are doing is ok just because "they were allowed to do it on blizzforums.com" or whatever.
And the flash movie wouldn't allow you to skip it. You would have to sit through it, or at least wait for it to end before it would allow you to carry on. One forum I used to post on actually had a QUESTIONNAIRE! The success of your registration depended on the answers you gave, and if you answered too many incorrectly, you were denied access.
BTW I'm not trying to push my idea really hard I'm just trying to get you to understand it better before you tell me that it sucks.
