Edit: Also from this picture it looks like our new tear extractors may be some kind of goggles? I guess it makes more sense than the electric monstrosities in AE.

My theory is this is a TearXtractor, or like some already said here, To Stitch Muds eyes!

I believe those are Mudokon IDs. On that picture I can see 110110BC (or BB), which appeared hidden on the first photo with all the morse and barcodes.

Basically the red channel was shifted — not sure about GIMP, but generally you should move the red channel while keeping the green and blue channels in place. Alternatively, you can simply omit the red channel altogether by creating a greyscale image with a (0; 50%; 50%) channel mix, since the image is pretty close to greyscale anyway.
