Question how to give rep. power to people

Does anyone know how to give rep. power to people?

You don't give rep power to people. Rep power is calculated based on the member's time on the forum, their post count, their current rep and mod status. Rep, on the other hand, can be given by clicking on the scales icon () in a post's postbit.

This information could easily have been found by doing a search.

if some one has 3 rep power wiith 3 green blocks and another person has 4 rep power with 1 green block, how does this work?

The number shows your rep power. This is how much rep is given when you posrep someone. The box shows your rep. If you hover your mouse over the box, it tells you the numerical value. Otherwise the number of boxes gives an approximate indication of your rep in the same way that the OWI symbols under your name gives an approximate indication of your post count.
