On my way to capture Elboze Freely, how do I get to these chests?

Also, with the Finders, Filchers acheivement; are there only 40 chests in the game, or can I miss a few without worrying?

Look at the rocks around the edge: they form a series of steps you can jump up. Take a running jump to get at the lowest one. It always takes me a few attempts.

I want to cheat me some extra cash so that I can get the Mo Moolah acheivement.

The chests? I know they were in the original version. I just don't know how many there were.

In any case, I'm up to D. Caste Raider and haven't gotten the acheivement. I don't think there are any more chests after that point, so I guess I've missed out on it.

Also, I'm pretty sure I've busted more than 250 barrels, but I haven't gotten that acheivement yet either. This sucks.

Okay, that is a great question. When I first played through the game all those years ago, I spent over an hour trying to find a way to get to those crates. I came up empty.
