The best living writer I think there could be to write Oddworld books is Terry Pratchett. His Discworld is very similar in spirit to [AO-era] Oddworld, in that it is a parody of the real world that makes no mention of the real world. Both Oddworld and the Discworld have black humour, but also some dark, epic storylines that make you think.
Another good writer would be Neil Gaiman, and if we're already pretending that
a) We want someone to write OW Books,
and
b) These writers would ever touch it,
then it's not unreasonable to pretend that
c) Terry Pratchett and Neil Gaiman might collaborate, as they did with the excellently dark and hilarious "Good Omens".
