Why is Bonewerkz such a run-down place?

This is something I never understood in AE. Why would the Glukkons let that place be in such conditions, if it provides one of the main ingredients in SS Brew? I mean, the Slig Barracks isn't in that great shape either, but it doesn't have bricks sticking out everywhere, with desolate piles of stuff scattered around. Even the posters are pale and dirty, so it's like nobody gives 2 craps about it.

I'm sorry if this was explained before, I have searched on the forums and on the wiki, but I found nothing.

Isn't that the whole point?

My assumption has always been that Bonewerkz is frigging huge. And would be a massive task keeping in great conditions. Not to mention the Glukkons don't exactly care about conditions nor the environment.

I always assumed that Bonewerkz had been a derelict facility for a number of years, and was only recently repurposed for the storage of bone dust. Soulstorm Brew, at least in the original Abe's Exoddus, seems to be a relatively new product, as Abe et al don't know too much about it.

Why invest in the facilities when they continue to operate adequately, when you can just keep things going as is and make more profit? Of course, running the place to breaking point would IRL cost more than regular upkeep, but Gluks tend to focus on short term gain.

Bear in mind it's in the third world too. I'm sure many companies invest the bare minimum in their property and just about manage to stay afloat. Case in point- most landlords
