There is only one way but it's limited to only animating in few browsers and as Wil said, it's against the rules to do so.

Being that there's only one file format that works for it, I'd suggest not since not everyone wants to lose a good image format because you wanted to challenge the rules.

Probably just the limited use of blended colours and frames. Sort of a Jazz Jackrabbit colour scheme, 16-bit-ish. The frame rate makes me think of it as well.
