What purpose do they serve? I can never make out what they are saying when they appear.

He may mean the Shaman.

The Shaman s there to give you tips - one or two very slightly useful, the others are not worth listening to if you have even a slight idea on what you're doing.

Aye, ’tis true I’m afraid. Xav and I might, somewhere, have the Shaman’s speeches saved as audio files. We could upload them to the Library.
