I definitely think you're right about it being grid coordinates since the numbers only go up to 7 and its a 7x7 grid.

EDIT: Sorry, I meant the first two numbers in each 3 number sequence! The last number (after the ':') can go as high as nine, but the first two definitely seem like grid coordinates.

Another weird thing about the symbol in the grid is that the piece that should go on top of the symbol also has part of the bottom of the symbol on it. Not sure if that really means anything, but it is kind of weird.

Unfortunately the grid seems to present very little information, other than the Spirit of 1029 symbol of course.

Dunno if its just me, but the long string of numbers looks like how you would write an IP address, but way way way too long.

Decided to clean up the 1029 image because I'm stumped on everything else.



Also, the arrows were present on the first image release, but I think they went unresolved.

When converting the protractor measurements for the arrows on image 2 to their alphanumeric values by removing the last digit - always 0 (since A-Z=0-25) I get:

You're a genius! Converting them into degrees is definitely the way to crack the arrow puzzles. I took a stab at the decoded document, I hope you don't mind

There were a few that were a little iffy just because the document was so wrinkled, but with a little finagling it ended up directly translating (no additional ciphers on this one) to "LOOK FOR OUR MESSAGE HEAR OUR VOICE"
