That’s a bad analogy because puppets are inanimate objects and not intelligent creatures.
A better analogy would be to tell the story of a footsoldier rather than the dictator, which would actually be interesting as we could see the footsoldier’s story and empathize with them; perhaps even come to understand them and gain a deeper insight into an otherwise two-dimensional fight.
To simply call them puppets is to forget that they are also living creatures with stories to tell. And to me, part of Oddworld’s message is that almost no one is just cardboard-cutout evil.
