Skyrim has its skill/race perk lists out.
Shock, horror, Argonian fans: They are no longer immune to poison. When you get over the initial outrage, this makes sense. They may certainly be immune to the toxins of Black Marsh, but they're a long way from home now. Let's just be grateful they don't incur penalties for being cold-blooded. Instead, to represent their hardy constitution they regenerate health more quickly than other races. Resist Disease and Water Breathing remain unnaffected.
Dunmer have changed
again. They've always been resistant to fire, but the power representing their spiritual connection to their ancestors kept changing. In
Morrowind the familial protection made them harder to hit, in
Oblivion they could summon a ghost, now in
Skyrim they can SET THEMSELVES ON FIRE. It's called Ancestor's Wrath, and presumably does fire damage to anyone in contact with you. Might be useful in the dark too.
Also, LOL, the tightwad Imperials look extra hard for cash when looting corpses.

Illusion
All spellcasting (from ANY school) is done silently
I have dreamt about things like this. They had it as a spell in Baldur's Gate, the idea that as an Illusionist bending the barriers between thought and reality, you could essentially trick the world into acting like you'd said the magic words when you only thought them.
Conjuration
Bound weapons banish daedra
Nice idea.
Destruction
Frost damage chance to paralyse targets if health low
Fucking finally, a frost spell that can actually freeze people. Also,
Shock damage chance to disintegrate targets if their health is under 10%
Awesome.
Restoration
Once a day chance to autocast 250HP restoration when health drops low
A sort of magical reflex action, like grabbing onto something when you fall. Pretty cool.
Alteration
Absorb 30% magicka that hits you
It's worth pointing out that Alteration is Mysticism as well now.
Enchanting
Death blows to creatures trap souls for weapon recharge
Makes sense. Rather than having to use soul gems all the time, let a weapon absorb the souls of the creatures it kills. Also the more practical:
Extra effect on already-enchanted weapon can be applied
Expect to see this exploited a lot.
Heavy Armour
Unarmed attacks with heavy armour gauntlets – damage increased by gauntlets’ armour rating
That's been a long time coming. Punching someone in the face while your fist is COVERED IN STEEL should hurt more.
50% less stagger if all in heavy armour
Be Iron Man! Be unstoppable!
10% damage reflected back to enemy if all in heavy armour
Ow, my sword!
2-handed Weapons
Standing power attacks do 25% bonus damage, chance to decapitate
I'll just give that a chance to sink in. Chance to decapitate. To decapitate.
Archery
Zooming slows time
Bullet Arrow-time!
Draw bow 30% faster

Move faster with drawn bow
Originally I thought this meant faster than normal running speed, and I was about to type 'Now that's just stupid'.
Sneak
No longer activate pressure plates
Me in Oblivion: "I can see the plate. I have no intention of triggering the plate. I am about to throw this bunch of flowers onto the plate to spring the trap. This should not have to be necessary."
