Fallout was never an RTS, it was an isometric RPG and a tactical isometric RPG. The shift to FPS was a commercial success but still shit all over the canon established by Interplay.
I wouldn't want to see OWI try to emulate that.

This concern has little merit. There is no indication that an Oddworld RTS would go out of its way to shit on the established canon of the Oddworld universe. If anything, more spin off games could be a chance to explore the world even more depending on how much of a story there is or how it's told.
And unlike Fallout, I don't think Oddworld would make a giant shift in genre and only start releasing RTS games even if they hit it off really well with one, that's not the Oddworld way. Oddworld has always been about innovation and trying new things. Some things stay, like the legendary Quicksave feature brought by Exodus, while other things are just minor experiments - some of which fail, like Munch's Oddysee. Hand of Odd, if it ever gets conceived, will always remain a simple spin off game - or series, if it succeeds.
Hell I still think Oddworld could take another shot at the 3D platform adventure format. Lorne's original vision for MO was indeed a very different kind of game.
