Yes. So it wasn't true that OWI didn't pay something... and that the site was closed for an indefinite time too. It was only a technical error. That is all. Am I right?

Well, the most probable thing that happened was that they actually did forget to pay it and then quickly payed it when the message showed up...

And why in oddworld.com there aren't Stranger's Wrath's characters?

Actually, not all the links at www.oddworld.com are still working. All of the Inhabitant Interviews in the Dear Alf section brings up a similar message with the same format. Or has it been that way for a while?
