Game cards can be sold on the Steam marketplace. Whenever someone puts a card for sale on the marketplace, a fee is added on top. Steam adds (and takes) 5% of the set sell price. The game's publisher can set a custom % to add (and take) to the transaction.
So if you were to put a card for sale for 5 cents, this generally means 2 cents gets added on top. 1 cent for Steam, 1 cent for the publisher.
I have no idea how much money publishers actually make from cards alone on Steam. Given it's a matter of cents I don't imagine it's all that much in the grand scheme of things. Maybe a few hundred bucks over a few years.
