Since Splat isn't around much anymore, I'll jump in with my two cents as a former RP mod.
This is a pretty ambitious idea. In my 8 years of activity - and partial modship - in the RPG section, I don't recall quasi-DnD game system in any of the RPs started here, but I'm intrigued to see where it goes. I don't really have the time to participate myself, but I'll keep an eye on how things proceed here.

It's the usual cycle of OWF Roleplaying:
-Somebody notices OWF Roleplaying is dead and starts a thread to gather people
-Some people agree and start roleplaying
-For reasons undisclosed the activity stops (e.g. host stops paying attention)
-OWF Roleplaying is dead

This is true in my experience, but it is still possible to create and sustain a RP if there are enough people around to keep it interesting. My old RPG, W@RF lasted 8 years (I used to keep statistics about the members and their activity, but I think I gave up after 5 threads), although that wasn't dice-roll based.

Huh. I forgot RP licences were a thing. Since there hasn't been any activity in the RP section for quite some time, it would be stupid to expect any local RPing experience from anyone in order to get a licence. You have elaborated your idea quite well, and it seems there is interest as well, so you have my blessings.
