Everything I've seen of it looks like they turned up the insanity of MGS 1-3 up several notches and made it more playable. Is that true?

From a gameplay perspective it's pretty much just flawless MGS through and through, yeah.

I think I might pick up a Vita just for HD collection.

Neither I nor Strike Witch played it, we watched a longplay together.

That's one of the two reasons why I call it the (Second) best movie I've ever played.

The other being that it's pretty much a movie.

Yeah, it sure is a movie.

A great one where you can play a third person shooter during the intermission.

But it's a movie.
