It was a big news story for a couple of days, until someone pointed out to them that people with Downs Syndrome are already infertile.

Are people with Downs Syndrome infertile by default or only in certain cases? And there are a lot more mental handicaps where becoming a parent probably isn't the wisest idea so the discussion remains ongoing.
In any case, anyone who needs help themselves in their day to day lives should not be getting/given the responsibility of raising a child. That unfair to the child and to the people who eventually get burdened with raising it.
I don't get how having children, in this day and age with over 7 billion people on the planet and the projection of having that DOUBLED in the next 100 years, is still a human right. But that's a different discussion entirely.
Fact is that a male can be sterilized in way that is fixable (though not 100% guaranteed). So I don't see the difference between doing that and forcing them to use a condom.
