I am told to go to Port Authority and that there is somebody wearing something green to help me out... but there is nobody and I keep on going back and for.

i guess that you mean that, you've captured all of the mongo river bounties. and now you are told to search the "barge boy" wearing a green suit.
well, i'll tell you. Head to the mongo river platform (the wooden harbour thing where you find the skycart). once up the platform, walk totally to the right without leaving the platform, at the end turn left, you'll see a clacker standing still there(he wears the green suit) and go talk to him. He'll take you up to doc.

Actually, the barge clakker is wearing a brown suit and a black hat, an eyepatch and a pipe in his beak.

He's at the end of the docks, on the right side as you're going down the hill. If you've bountied your last bounty, ask him to ferry you to the Doc's office.
