An absolute whim, could this line that we're focussing on
;''''';'''''''++'+''+'++++++++#''';,+';':,`I@@@@@@@@@@@
Potentially be a IP address for the URL of the next piece, once converted into numbers somehow? Or something along those lines.
Each symbol must have a numerical value or something, if we're doing the right thing by chasing this line up. All I could really come across looking into that was ALT codes for windows, which is also knows as ASCII code. It assigns symbols a number to type them whilst holding ALT. I can't see how it fits into our puzzle right now, but the fact this code is also known as the ascii code makes me feel like we might onto something.
Here's a more comprehensive table that lists each character's decimal, hex, octal and html code next to it. Have a gander guys:
Using the text to ascii converter I found on this page
http://www.dcode.fr/ascii-code
our phrase we're focusing on returns the decimal values of
"59 39 39 39 39 39 59 39 39 39 39 39 39 39 43 43 39 43 39 39 43 39 43 43 43 43 43 43 43 43 35 39 39 39 59 44 43 39 59 39 58 44 96 73 64 64 64 64 64 64 64 64 64 64 64"
which seems absolutely meaningless, Sadly. But if there was ever going to be a numerical value for each symbol, it'd probably be that.
EDIT: Hexadecimal values are as shown:
3B 27 27 27 27 27 3B 27 27 27 27 27 27 27 2B 2B 27 2B 27 27 2B 27 2B 2B 2B 2B 2B 2B 2B 2B 23 27 27 27 3B 2C 2B 27 3B 27 3A 2C 60 49 40 40 40 40 40 40 40 40 40 40 40
