Yes, the Xbox 360 controller is suited to be hooked up to a PC. It takes a special driver though and I'm not sure if it's available for Vista.
As for a gaming computer, it would depend on how far into the future you want to ensure. PC games specs increase all the time. To give an example, Half Life 2 was the Crysis of 5 years ago. Back then the specs for HL2 were astronomical and it would take an extremely heavy and expensive computer to run it with full specs.
Today games like Crysis, COD4 and even The Sims 3 have surpassed those specs by miles. The rate at which these game specs are changing is a reason to think twice when you want to buy a dedicated gaming pc that's future proof.
Often the cheapest solution is to build your own pc. However if you don't have the knowhow then you'll lose the profit to the person doing it for you.
Anyway enough background info. For a decent future proof gaming rig you'll want these minimum:
2GB of RAM.
512 MB Videocard
500GB Hard Disk
2.5 Ghz Dual Core CPU
These terms might not mean anything to you but any computer store clerk should be able to help you with that info. You should also be able to find something within your price range, though if you can increase those numbers in the list then you should. Try not to go any lower then the specs up there otherwise your computer will struggle with new games 1 or 2 years from now.
