Yep, looks like politicians are taking the initiative for their fellow voters, and saving them the trouble of making their own decisions, by imposing their own decisions for them. Not only is against the rules, but it's ignored and widely practiced.
About a year ago, the Texas government (or whatever you call it) passed a bill making traffic speed cameras illegal. So... it's illegal to speed but there's no way to prove it.
