There are tons of tutorials floating over the web. You can start with them to get the overall idea of how to make more elaborate drawings, and using image softwares (like photoshop and similars).
Then, start to practice: find a place in your room close to a window, grab some pencils and pens, a bunch of sheets of paper, and fill them all with sketches.
Try to copy other artists' style at first. After a while, you will be able to find your own style.
