Windows Movie Maker

Edit: I have it, but does it let you edit Mpegs in anyway? preferabbly, breaking it down into every single frame and being able to change individual frames around (and importing frames etc).
If it doesn't let you do this, is there a program I can get (preferably free) that can?
Oh, and I need to save it back again as a movie file (preferably an Mpeg.)

I have made several slideshows, minimovies and screensavers (all being Oddworld related) with Windows movie maker 1 and 2 but sometimes it can get on your last nerve. So usually any problem that anyone ever incounters is all ways different when it come to movie maker
