Indeed - Simply feeding these people won't solve anything, anyone trying to fix that problem has to do a LOT more than that. You're just prolonging the problem rather than getting to the root of it.
But that's not to say people shouldn't have the right to be fed and not suffer - Feeding the starving should be only a temporary fix while people are ordered not to reproduce as much in places where there isn't a lot of food. It's not as simple as that, sure, and doing so introduces problems such as generation gaps and not enough people to look after the old, such is what is happening in China, but that's a small price to pay compared to starving children.
As someone said once, it is funny how many species such as kangaroos and blue-tits don't reproduce in times of famine, yet we're too stupid to do what they do.
