Of course Elum, there's no way he could control them all individually, but I don't see how he could control them all at once. Say you're trying to move them through a passage, the ones at the centre of the group will be running UP through the passage as you hold UP, but the scrabs at the edges of the herd would be running into the walls surrounding the passage.
The only way I see that it could be possible was if you possess the Alpha Scrab as Lampion said.
