uhm, I don't think so, I mean, my computer is linked via cable, and I don't have to sign up to internet to surf the web. I just have a cable to my tv cable box...

Yes, well... You have to pay for the broadband connection, and then you have to pay for a year-membership for Xbox Live.
And hey, as you're getting broadband for Xbox live, why not connect it with yer computer too?, I mean there are lotsa games to play online...
Or am I saying something stupid now??
