I tend to sway on the idea of not having that in place, because as Pilot has said beforehand there is a lot of space on his server and a users profile on the MySQL database takes up a small amount of space.
On the other hand, I like to believe we are a big forum by looking at the amount of members we have on the main page
Another problem is that to do what you suggested, you would have to be made an Admin or Super Mod to delete users.
