Mudockons don't swim and they look more like us than any other creature on Oddworld.

So? They're esentially lizards with bird-like features. They're very clumbsy and heavy. Besides, plenty of humans can't swim either.
It does seem that modern Interns can't swim, but with spindly fingers and stumpy legs it's no wonder. I'm still convinced they were once aquatic, and possibly could be in their natural state.
