Abe looks fish-like or lizard-like because he is fish-like or lizard-like.
On Earth, birds evolved from lizards at around the dinosaur era. It's only natural that on Oddworld, lizards evolve from birds. Although it's worth noting that the birds that exist today on Oddworld went through a different evolution to Earth birds.
