Hi Kesiah...
Are you on any kind of network there (like school or work)? If so, they may have enabled a proxy server or firewall which is not allowing access to IRC chat servers. OddChat requires port 667 to be open. Don't worry if you do not know what that means, but if you ask your network administrator they should know and hopefully are friendly enough to help you out.
I used to have the same problem where I work... but luckily I have administrator privlages at work, so I was able to allow myself access to OddChat.
Regarding OddChat generally, we really hope to move away from that standard IRC software some day. Not only are there problems connecting for some, but it's prone to other issues like being de-registered. We did find one program we could use, but it was very difficult to install, so we gave up. But the search will continue!
