I got the pic by doing a google image... I entered ' "fur fighters" chang ' as keywords.
The smearing effect as done with
GIMP... I put a transparent layer over the original picture, then set the opacity to 49% (which made it translucent), then painted whiteness over it. But since it was semi-transparent and not opaque, it still showed through. I then saved it, and repeated the proess twice, with an extra layer on each successive picture. Then I just cut and pasted them all on top of each other.
