Edit: I think I misread that. You are saying a 'fetus' is a baby before it's been born. That suggests you think it is still a baby when it's a 'fetus'... Right?

Baby
- Young child. I.e. before they can walk.
Foetus
- From 8 weeks (I think) after conception to birth.
Embryo
- Until 8 weeks after conception.
Dictionary.com cites 'fetus' as a synonym of 'baby.'
