Well as we know Glukkons will station any Slig where it is necessary. One thing that may be a factor is that a gluck hired a rent-a-cop for protection of the boxes behind him. the employer may have been a pud and could only higher a rent-a-cop to do the security needs. in a complete aspect the rent-a-cop system may be one created for the lesser Glucks.?
